2001:Nine days after the Sept. 11 attacks, President George W. Bush declares a "war on terror" before a joint session of Congress, vowing to bring those responsible for the attacks to justice.

1881: Chester A. Arthur is sworn in as president of the United States, a day after the death of James A. Garfield, who was shot on July 2 by political appointment-seeker Charles Guiteau. Arthur is the third president in less than seven months, since Garfield was only four months into his term when he was shot, having succeeded Rutherford B. Hayes in March.

1998: Baltimore Orioles shortstop Cal Ripken Jr. misses his first game in more than 16 years, sitting out the Orioles' final home game of the season, against the New York Yankees. Ripken played in 2,632 straight games to earn a still-standing record of most consecutive career Major League Baseball games. Before Ripken's streak, the original "Iron Horse," Lou Gehrig, held the MLB record for 56 years with 2,130 games.
