The speaker at the August 12th meeting was Alton, Illinois attorney Bill Hoagland. His trip down “memory lane” was a discussion about the 1973 proposal to build the L-15 levee in St. Charles county. Flooding is a topic that no one wants to contemplate, but everyone wants to complain about when the water is at their front door. His presentation gives some sobering food for thought.
